How safe is ACA coverage for early retirees

One of the big puzzle pieces in my early retirement plan is health insurance, and right now the ACA looks like the most practical option. The subsidies make it affordable, and it bridges the gap nicely until Medicare age.
I can't help but wonder how safe the ACA really is in the long run. Politics aside, laws do change and if a future administration decided to gut or repeal it, what would that process actually look like? would it take an act of Congress, or could big chunks be rolled back more quietly through executive action and agency rules?
